Globalisation calls for comparable statistics in Europe and around the world and Business Groups play an important role in this new production model. The type of their organization structure, their governance model, size, their ability to attract foreign investments or expand into foreign markets, could influence the way in which business groups react to the globalization challenges. Statistical Business Register is a vital component of the core statistical infrastructure supporting collection of economic data and production of economic statistics (UNECE, 2015).In ISTAT Statistical Business Registers (SBRs) acquires a central supporting role. The economic process splitting of business groups, based on the structure of the legal units, highlights conceptual inconsistencies, measurement problems, linked to the duplications of flows and to the ancillary and vertically integrated units.The new system, implemented in ISTAT since RY 2017, requires the aggregation of the legal units of the same group, when they don’t have decision autonomy. This will impact significantly on the production system measurement. In this perspective, the process foreseen a strong integration among administrative sources, business survey, business register and EGR. Integration process and MDL between different domains should implement news breakdown of Structural Business Statistics (SBS) using information about the participation on enterprises to group’s organisation as derived from the EGR and from the national business registers. Large enterprise groups, especially multinationals, generally adopt worldwide complex legal structures that impose a specific treatment in order to obtain an ENT definition agreed among the different statistical domains .Istat considers as key factors to continue to invest in the Large Case Units to adopt a systematic approach as regards the consistent treatment of MNEs’ considering also national account priorities.
