Registers, Micro-data linking and MNEs in business statistics

Globalisation and the increasing complexity of the activities of multinational enterprise groups (MNEs) pose challenges to the production of business statistics and to the correct and consistent reflection of MNEs’ activities in national statistics. To face these challenges, NSAs are increasingly using national Large cases units (LCUs) or similar organisational arrangements. Statistics Iceland wants to set up LCUs, therefore Module 2.1: Setting up LCUs in Work area 2 is of special interest. Work shall focus on: 1. Creating a roadmap for setting up a national LCU: the roadmap should detail all relevant implementation aspects, organising them into an implementation calendar; 2. Implementing a LCU and describing decisions taken to operationalise LCU work with regards to (among others): • internal organisation and staffing; • communication with MNEs; • data collection and processing decisions, i.e. access to raw (micro)data from different sources; variables to be used for consistency checks, etc.; • tools/databases to support coherence analysis; • implementation of profiling to advance LCU work. 3. Illustrating the links between LCU and other globalisation-related activities (EWS, GNI, Profiling, and EGR) as well as ways to organise all these activities in a consistent and coordinated manner.
