Description | Aim/target group The aim of the project (outcome) is to contribute to the reliable feed-in of electricity into the national grid that is independent of raw material prices, economically efficient and climate-friendly. The overarching development policy objective (impact) of the FC measure is to support Haiti in its reconstruction and thus make a contribution to sustainable economic development and to improving living conditions in Haiti and to climate protection. The target group are the consumers in and around Port-au-Prince connected to the EDH distribution network. Main measure The project aims to rehabilitate the Haitian Péligre hydroelectric power station and the transmission line to Port-au-Prince. The Péligre dam was built between 1953 and 1956 to control floods and for irrigation in the Artibonite River valley. The power plant was built between 1969 and 1975. To this day, the Péligre hydroelectric power station is the largest hydroelectric power station in Haiti with an installed capacity of 3x18 MW. The electricity generated is mainly used to supply the capital city of Port-au-Prince, 90 km away. However, after a long period of operation without any significant technical renovations, the power plant is now in a critical condition with frequent interruptions and breakdowns. Costs/Financing The original estimated cost of the project was USD 40.0 million, but has increased over time to around USD 100 million. Of the original estimated cost, EUR 10.0 million was financed as part of an FC grant; IADB and OFID financed USD 12.5 million and USD 15.0 million respectively. The new/current cost distribution is as follows: EUR 28.0 million FC grant, USD 32.5 million from the IDB and USD 35.4 million from the OFID. |
