Rehabilitation and retrofitting of the storm water pond at Bovaird Drive West and Gillingham Drive to restore the original operational design parameters, meet the current standards for flood control, provide an "enhanced level of protection" and enhance thermal mitigation of storm water for the protection of redside dace, an endangered species. The permanent pool volume provided for in this storm water management facility is 765m3. In 2005, The Region of Peel constructed a storm water management facility at Bovaird Drive West and Gillingham Drive with a tributary area of 3.74 ha of arterial road drainage. This facility provides storm water quality control and erosion control and maintains water quantity flows below existing flow rates up to the Regional storm. In 2005 the Ministry of Environment and Climate Change (MOECC) authorized the Region to construct, operate and maintain the prescribed infrastructure, provided that it properly operate and maintain the infrastructure to protect the environment. To demonstrate compliance with the MOECC authorization the Region of Peel operates a monitoring program. The program shows that the facility has deteriorated and that without rehabilitation, it will not function as per its original design. The purpose of this project is to restore the original facility function to protect the environment, enhance the ability of the region to operate and maintain the infrastructure through improved technology, improve the infrastructure efficiency and reduce long term maintenance costs. Following the introduction of MOECC Draft Guidance for Low Impact Development (LID) this project will introduce thermal mitigation for the protection of an endangered species (redside dace). The facility’s design facilitates infiltration of storm water into the groundwater system at source in order to mimic the natural hydrology of the area, a concept promoted by MOECC.
