Description | The FZ program is the third phase of the project to promote reproductive health, which builds on the FZ's long-standing commitment to the sector (family planning and HIV-AIDS prevention, phases I to VI, 2003 - 2018). Although visible improvements have already been achieved in recent years, the topics of reproductive health and family planning remain of central importance for Niger's health policy, with an average of around 8 births per woman and a still high rate of pregnancy-related complications in this context. A maternal mortality rate of 630/100,000 and an infant mortality rate of 24/1,000 confirm the worrying situation. The reason for this is the continuing precarious situation of the population's health care - the existing infrastructure is in a desolate state, there is a lack of medication and sufficiently qualified staff. In rural areas in particular, coverage of medical care (the so-called couverture sanitaire) is inadequate, with an average of less than 45%. The project addresses this problem. The supply of and demand for high-quality reproductive health services is promoted through result-oriented reimbursement of health services (Results based financing; RBF, component 1) and the expansion, rehabilitation and equipment of health facilities (component 2). This is intended to contribute to improving the health of mothers and newborns in Niger. In addition, the demand for reproductive health and family planning services is to be increased through targeted awareness-raising and communication measures at selected primary and secondary schools and in neighboring villages (community-based distribution and communication DBC/CCC) (component 3). Training and further education of health workers, administrators and teachers, as well as employees of local NGOs are part of the package of measures in all three components (cross-cutting theme). The target group of the project in the first phase is the population in Tillabéri. The main focus is on women of childbearing age (around 600,000) and newborns, as well as young people in primary and secondary schools. The project is sponsored by the Ministry of Health (Ministère de la Santé Publique; MSP), which delegates implementation to the Regional Directorate for Health (Direction Regionale de la Santé Publique (DRSP)) of Tillabéri. An FC implementation consultant will closely monitor and support the implementation of the project at both national and regional levels. In the third phase of the project, component 1 (Result Based Financing) will be financed in particular so that health services can be reimbursed throughout the Tillabéri region. The FC project has a volume of EUR 15 million (Phase I has EUR 27 million) and is to be implemented over a period of 3 to a maximum of 4 years. |
