Resilience and Livelihoods Framework

A Framework of up to €9.0 billion under the EBRD Resilience Package, a strategic approach of the Bank as a response to the war on Ukraine.The ongoing Russia's invasion of Ukraine, since 24 February 2022, continues to inflict human, economic and geopolitical devastation. The Framework was designed to respond promptly and efficiently to existing and emerging challenges and urgent needs in Ukraine and preparing for its future reconstruction. It has been utilised for various types of financing instruments to private clients, sovereign, municipalities, municipal owned companies and other state-owned enterprises and financial intermediaries (including state-owned banks) in Ukraine.  Initially the Framework covered Ukraine and nearby countries most affected by the inflow of Ukrainian refugees: Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, Slovenia and Slovakia (Affected Countries). Since July 2023 the Framework covers Ukraine only. The Sub-projects will be financed out of the Bank's ordinary resource. Donor guarantees and grants will be provided in exceptional cases for specific priority projects to support important transition objectives, which would not otherwise proceed, serve as a credit enhancement instrument or facilitate access to financing for clients with limited financial absorption capacity.
