Description | The Lao People's Democratic Republic (Lao PDR), a least developed, landlocked, and fragile country, faces significant macroeconomic, environmental, and infrastructure challenges. High public debt (108% of GDP in 2023), inflation, currency depreciation, and labor migration have constrained economic stability. Despite this, modest economic growth of 3.9% is projected for 2025, driven by services, electricity, mining, and agriculture.Tourism is a key economic sector, with pre-COVID arrivals reaching 4.8 million in 2019. After a sharp decline during the pandemic, the sector rebounded strongly in 2024, generating $1.8 billion in revenue. The government aims to attract 4.3 million international tourists in 2025.Urbanization is accelerating, with the urban population expected to rise from 38% in 2023 to 48% by 2025. However, urban infrastructuresuch as water supply, sanitation, waste management, and transportis outdated, poorly maintained, and inadequate, limiting tourism potential and economic opportunities. Poor waste management, weak last-mile connectivity, and under-resourced local governments constrain service delivery and private sector engagement.Lao PDR is highly vulnerable to climate change and natural disasters, including floods, landslides, and storms. Factors such as poor infrastructure, rapid unplanned urbanization, and limited adaptive capacity exacerbate this risk. Climate-resilient investments are urgently needed to address urban development constraints and improve disaster preparedness.The project aims to:Upgrade urban infrastructure and connectivity to support tourism and reduce climate vulnerability.Strengthen institutional capacity at the provincial level.Improve waste and sanitation management.Promote private sector participation and workforce development in tourism and public services. |
