Description
Description | The financing for Re-PoWER was approved on April 11, 2023, under the innovative framework approach aimed to support Ukraine addressing the ongoing emergency caused by the attacks on its energy infrastructure, with a scope of support that is informed by both available and future financing over the immediate- and short-term. The project development objective (PDO) is to enable the restoration of essential energy services in Ukraine. The project has been designed and appraised for its full scope of US$500 million, including envisaged results indicator targets that match this envelope. Specifically, the design outlined project activities that were to be implemented with an initial funding of a US$200 million grant from the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF) with the expectation of additional contributions from donors. The initial grant allocated for Component 1 was declared effective on August 3, 2023. The Subsidiary Agreement was signed by the Ministry of Finance (MoF), and Ukrenergo (UE) on July 18, 2023. Consistent with this approach, project components are designed as sustainable within the available financing, while also being flexible enough to easily absorb additional financing as resources become available. The framework approach supports the implied agility and speed of delivery in an emergency. As more financing becomes available within the identified envelope, adding it will be a straightforward process as there are no changes needed to the original design. The second restructuring was approved on August 1, 2024, and in effect as of August 30, 2024, to include civil works under Component 1 to support construction of Level 2 protective shelters (anti-drone) for UE’s high-voltage stations (HVSs). The third restructuring was completed on April 3, 2025, extending the Project's closing date until June 30, 2026, to allow completion of delivery of all complex equipment contracted under the first tranche of funding Component 2 for the city of Kharkiv. The project consists of three components: (1) emergency equipment for the electricity transmission infrastructure; (2) emergency equipment for the heating infrastructure; and (3) project management and monitoring. The Ministry of Energy (MoE) is the designated project implementing agency (IA) for Component 1, while UE is the Project’s beneficiary, and it is also responsible for procurement and other fiduciary and the associated environment and social aspects. The Ministry for Communities and Territories Development (MCTD) is the designated implementing agency (IA) for Component 2 following the project’s restructuring dated June 10, 2024, and in effect as of June 11, 2024. The same restructuring approved the addition of tranche in the amount of US$47 million to finance the emergency heating equipment for the city of Kharkiv. |
