Description | The Ghana Audit Service (GAS) is the highest audit institution in Ghana and a member of the International Organization of Supreme Audit Institutions (INTOSAI), a constitutionally independent institution that monitors the state's accountability. The aim of the FC module is to improve the control of Ghana's accountability by strengthening the regional structure of the GAS. The target group of the project is the entire population of Ghana, who will benefit from improved state accountability. The borrower is the Republic of Ghana, represented by the Ministry of Finance (MoF). The sponsor is the Ghana Audit Service (GAS). To achieve the above-mentioned goal, FC funds of EUR 13.0 million will be made available for the establishment of up to 25 district offices at strategically relevant locations. The total cost of the project is EUR 15.2 million. According to the program proposal, the duration of the project is estimated at 3 years. The contribution of around EUR 2.2 million provided by the Ghanaian government will primarily be used for the maintenance and operation of the offices, the financing of around 80 additional specialists and the provision of land worth EUR 1.0 million. The investment measure is intended to increase the plan fulfillment rate for the preparation of audit reports in the district offices newly built by the program from 66% to 80% one year after their completion. After three years, the plan fulfillment rate should be 95%. In addition to general project management and the construction of the district offices, an implementation consultant will support GAS in the development of an operation and maintenance concept and a personnel development concept. |
