Description

The macroeconomic situation in Ghana has deteriorated significantly in recent years. This makes it difficult to achieve national development goals such as job creation and socially balanced growth. The current IMF program (Extended Credit Facility) is implementing further fiscal consolidation and stricter monetary policy measures. The aim is to improve Ghana's budget situation in the long term. Measures to improve tax collection and tax administration are also urgently needed. In this context, the Ghana Revenue Authority (GRA) is of central importance. It is the legally mandated institution for the collection and administration of taxes, which was created in 2009 from the merger of the Customs Service, Value Added Service and Internal Revenue Service (Act 791 of 2009). The aim of the FC measure is to improve the use of IT software and IT infrastructure by GRA employees. This is intended to create a fundamental prerequisite for modernizing the GRA and thus increasing Ghana's tax rate. The FC module objective is to be achieved by setting up an IT training institute for the GRA and conducting training courses and the associated improved and comprehensive use of newly introduced IT software and infrastructure by employees. FC funds of EUR 5.0 million are being made available for the project. Of this, EUR 3.5 million are standard loans and EUR 1.5 million are grants for an accompanying measure. The total cost of the project is EUR 6.2 million. The duration of the project from the conclusion of the contract to the final inspection is estimated at 4 years. The borrower or grant recipient is the Republic of Ghana, represented by the Ministry of Finance (MoF); the project sponsor is the GRA. An implementation consultant will support GRA in general project management as well as in the construction and commissioning of the training center.
