Description

Description

The proposed 400KV Uganda-Tanzania transmission will interconnect Uganda and Tanzania power grids to enable the interchange of power between the two countries and increase power transmission capacity to the north western regions of Tanzania. It also forms an integral part of the East Africa Power Pool (EAPP) backbone transmission grid in addition to enhancing the reliability of the power interchanges between the EAPP and the Southern Africa Power Pool (SAPP). The proposed line further provides additional interconnection of the Nile Equatorial Lake (NEL) countries especially through the regional lines being constructed between Tanzania, Rwanda and Burundi and the recently commissioned Uganda-Rwanda interconnector. The proposed project supports the objectives of the region’s power pools (SAPP and EAPP) to optimize energy flows, maximize economic trading, increase supply security, reduce both carbon emissions and cost of electricity. The Project will comprise of the following main activities: (a) the construction of a 605km 400KV double circuit transmission line to interconnect Ugandan and Tanzanian national grids (Uganda side Masaka-Mutukula 80KM) and (Tanzania side Mutukula-Kyaka-Nyakanazi-Mabuki 525 KM) and associated substation at (i) Masaka and Mutukula in Uganda and (ii) Kyaka, Nyakanazi and Mabuki (Tanzania); (b) Uganda Electricity Transmission Company Limited (UETCL) Interconnection Compliance (IC) and Readiness that will include (i) Technical assessment of the Uganda transmission system to identify the operational, planning, and technical gaps in meeting the requirements for operational integration in the EAPP and the SAPP to comply with the requirements for power system stability, operational ancillary enabling services, frequency synchronization, tie-line control, protection, metering, and other technical standards, and (ii) Procurement and installation of necessary system infrastructure to ensure that the national grid meet all operating requirements of the interconnected networks; and (iii) Technical assistance and Project Implementation support to the UETCL, TANESCO and EAPP including associated sector institutions in readiness for operation of the integrated transmission systems and power trade. The capacity building will also include activities in the gender action plan to improve female employment. In addition, this component will support project implementation including the detailed line design, contractor procurement and implementation supervision.
