Description

For 70 years, the Council of European Municipalities and Regions (CEMR) has been the voice of local and regional governments across Europe, promoting their participation in the EU decision-making process, supporting cooperation and twinning based on European values, and contributing to the democratic and civic life of the European Union by making known and facilitating the exchange of views in all areas of the European Union’s action. Local democracy, equality, knowledge and understanding, participation of all citizens in decision making processes, are at the heart of CEMR action. Municipalities and regions are facing and addressing many common challenges across the European Union: climate change, socio-economic disparities, pressure on local finances, environment fragility, access to clean and affordable energy for all, biodiversity threats, unbalanced territorial development, pressure on public services delivery including in digital format since recently. Being the closest governance level to people, they have particularly been exposed during the COVID-19 crisis management. The concept of partnership in governance is crucial in this context as a decision or response from one level of governance can impact all others. Coordination and partnership are essential. We should not forget that at least 60% of local and regional governments policy are affected by EU directives and regulations. Explaining EU action to local and regional governments and their representative associations helps build a stronger Europe.
