Description | Opportunity Population growth and a lack of existing modern recreational facilities prompted the need for a new year-round multi-pad ice and field sports facility in the east end of Ottawa. Recognizing the high capital cost of the project, the City outsourced management and operations of the new facility to achieve cost savings and improve efficiency. Innovations The City guaranteed the Partner’s debt under a Municipal Capital Facilities Agreement in order to obtain the lowest possible private sector financing cost. Ottawa Community Ice Partners submits financial reports quarterly for the City’s review. The P3 Agreement is for 30-years with certain terms subject to renegotiation every five years. Results The new sports and entertainment complex, located at 813 Shefford Road, features: Four arenas, including the updated existing Potvin Arena, plus three new regulation NHL size arenas; A fully licensed bar and grill; A physiotherapy centre; Lightning Blade Pro Shop; and And free WIFI throughout. The City purchases 2,277 hours of prime ice time annually and resells them to the public at the existing City rate. At the end of the term, the City will purchase the facility for the sum of one dollar. |
