Description | The project consists of two components. Reconstructing the pump station will quadruple its pumping capacity from 1.2 m3/s to a minimum of 4.8 m3/s. Raising approximately 220 m of dike by 1.2 m to an elevation of 4.7 m will connect two already raised sections, resulting in over 1,200 meters of dike built to year 2100 flood design levels. Completing this project will enhance the City’s level of flood protection and ensure that Richmond is better prepared for climate change induced sea level rise and increases to rainfall intensities while protecting approx. 29,500 residents, 47 businesses and 8 square kms of agricultural land. This project serves as a significant component of the City’s Flood Protection Management Strategy, protecting approx. 225,000 residents, 13,000 businesses and 52 square kms of agricultural land. As part of design, the engineering consultant will perform geotechnical investigations, Environmental Impact Assessment, Archaeological Overview Assessment and design the pump station and dike upgrade following provincial guidelines and provide all plans necessary. The new pump station will require an upsized wet well, floodbox, two inlet culverts, two discharge culverts, a new discharge headwall, and a new above-ground utility building housing a new motor control centre and permanent back-up generator. The scope includes installation of variable frequency drive pumps, station controls and alarms, and actuated flood control flap gates to provide irrigation for agriculture purposes. The dike upgrade will require stripping of existing materials, placing and compacting new dike fill material, constructing a drainage layer on land side of the dike and placing new rip rap on the water side. Once the new elevation is achieved, the top of the dike will be reinstated as Dyke Road with parking space, native plants and a multi-use trail. Access to the No. 3 Road Sports Fishing Pier at the west end of the project will be accommodated in the raised dike design. |
