In October 2006, Bulgaria's State Energy and Water Regulatory Commission (SEWRC) awarded a 35-year concession to RilaGas EAD for the construction and operation of a gas distribution network in the country's western (Zapad) region. RilaGas EAD was a joint venture between Acegas-Aps [Italy] (52%) and Construzioni Dondi [Italy] (48%). Bulgaria's State Energy and Water Regulatory Commission (SEWRC) held a competitive tender for the award of the license. Offers from four bidders were opened on Dec. 19, 2005. The bidders were Overgas, Acegas/Construzioni Dondi, AMGA and EVN. RilaGas was deemed the winning bidder and was awarded the license in October 2006. The project was to be implemented in four phases. RilaGas planned to invest EUR57 million (US$71.5 million) in the construction of the gas distribution network in the first 20 years of the concession. The entire project entailed the construction of a 70 km transportation network and an 870 km distribution network serving about 110 000 residential, 280 industrial and 430 administrative customers. In November 2009, Acegas-Aps increased its holding in RilaGas EAD from 52% to 100% by buying out Construzioni Dondi's 48% holding in the company.
