Salt Lake City's Community Reinvestment Agency (CRA) is proposing to update the Downtown Plan and upzone 35 city- and University of Utah-owned parcels in the Rio Grande District to allow for higher density development. The upzone would increase maximum building heights from 180 to 600 feet to attract developers to build transit-oriented developments on large vacant parcels adjacent to transit. The plan includes public infrastructure improvements such as rebuilding 300 South as a festival street, constructing midblock walkways, utility work, a parking garage, a park under the 400 South overpass, programmable public gathering spaces, and an arts campus. The USA Climbing project is also planned to break ground in 2026 within the district.
