"This project is part of the plan RISK" : RISK-GEST aims to answer to challenges linked to the protection of population exposed at natural risk on ALCOTRA’s territory (flooding, landslide, avalanche and fire). The project purposes to develop prevention, protection and preparation to risk management, integrating approaches of qualified institutions at cross-border level. RISK-GEST elaborates common intervention strategies to ameliorate the knowing of phenomes thorough the definition of a multilevel governance aiming to increase the resilience of the cross-border territory, to develop advanced methods of evaluation, over watching and risks management. The project is ambitious because he wants to put in relation and coordinate various actors: organisms in charge of territorial prevention and territorial organisation, but also civil protection (Regions, Departments), organisms manging helps after disasters (firemen) and whom managing the everyday risks of the territory (Metropolitan Cities, and Cities), and exposed population. Citizens, thorough the participative planification, will become actives intervenants of the risk system management. ALCOTRA’s territory is subject to numerous risks. Some of them ignore borders (natural risks), some others are susceptible to be replicated on both sides of the border or to request a joint intervention (industrial, urban and technological risks). These specifics risks need an enforced cross-border cooperation. The intensity, challenge and complexity of potential crisis, in a context of high threats, impose to develop instruments of this collaboration: new interactive instruments of information, communication (warning and information) bettering risk supervision, the decision-making, the alert and risk management, involving citizens to the whole process; instruments of analyse, experience feedbacks and planning; formation and operational preparation of actors. Mutual assistance conventions exist on these territories which are organising the answer to these crises. The seriousness of these events and their scarcity make them necessary to develop new instruments allowing the facilitation of practices integrations and knowledges in natural risk prevention sector and crisis management. This PITEM is integrated in the continuity of previous experiences (RiskNat, RISKNET, FORMARISC, FORTRESS, PICRIT, PRODIGE), it promotes work and deliverable realized, pursuing their development increasing their use by a bigger public of users.
