G311 North Outer Ring (Jiguang Expressway East Entrance-Shanghang High-speed Rail Intersection Section) adopts the design of the first-class highway, with a design speed of 80 km/h and a total length of 5.45 km. The construction content includes roads and ancillary supporting infrastructure, drainage works, bridge and culvert works, earth and stone works, and facilities along the route. 3, G311 Zhangzhou section of the first-grade road reconstruction road, design speed of 80 km / h, the total length of the route is 20.9 km. Niuji Vortex Bridge and wiring project. With a secondary road, the design speed is 60 km / h. The total length of the Vortex Bridge is 0.4 kilometers, and the length of the two sides is about 4.53 kilometers. The scope of the project includes road works, bridges, culverts and traffic works and facilities along the route. SPV is Zhangzhou Qihang Traffic Construction Co., Ltd., a JV between the sponsor Hebei Construction Group Co., Ltd. (90 %) and the government company Zhangzhou City Lucheng District Traffic Investment Co., Ltd. (10 %) . Total project cost is $ 235.87 million.
