The Road Maintenance and Rehabilitation Project will support the rehabilitation, and maintenance of economic, social, and institutional roads infrastructure, and finance as well consultant services in management and training programs. Whereas the loan is essentially focused on financing physical investments in road maintenance and rehabilitation, it will nevertheless also support to improvements in institutional capacity, and support the process of road safety improvement. The project components will support the modernization action plan (MAP), articulated around a diagnosis of the current situation of GDDKiA, towards its modernization, and development of procedures for implementation of roads projects. Reorganization at regional levels will be undertaken, supported by the establishment of a strategic planning system that evaluates the efficiency of new procedures, to ensure modernization, and, to review further potential improvements. The road maintenance and rehabilitation program will provide financial support, to maintain the balance between maintenance and rehabilitation, strengthening and reconstruction of existing roads, as well as new construction of motorways, and expressways. The road safety improvement program on the other hand, will contribute to the reduction of road traffic accidents, enhancing capacities in crash prevention and mitigation, by financing partial support in local initiatives for spot mitigation and traffic safety. Increased private sector involvement in the financing and operating of road infrastructure, and technical assistance will be provided, to further define an adequate policy framework, through the development of Public-Private Partnerships.
