The project is funded by two tax increment financing (TIF) districts and is expected to host concerts, shows, rodeos, and community events. The project was initially proposed in 2017, approved by Norman City Council in 2024, and has a phasing plan approved in 2025. Construction was originally slated to begin on January 1 but was delayed due to litigation. The total project cost is expected to be $622 million with a 15% margin of error. |
