Rokotel (Telekommunikatsii SEZ Nakhodka), Russian-Korean Joint Venture, a company handling high-quality digital communications was created in 1995 to operate a local telephone network in Nakhodka City. Rokotel was created by Dacom International (45%), a subsidiary of Korean Dacom; Goldstar Information and Communications (5%), and local companies (50%). The Korean partners invested US$2 million in the project, while the local partners invested another US$2 million. The company started its commercial services in 1995. In March 2001 Antitrust Ministry included OAO Telekommunikatsii SEZ Nakhodka (AO Rokotel) in the register of natural monopolies in the area of communications. The Moscow city arbitration court has upheld this decision in August 2003. In 2003 Rokotel was owned by Dacom International Inc. (45%), the administrative committee of the Free Economic Zone of Nakhodka (28.82%), the Nakhodka city administration (12.59%), telecoms operator Dalsvyaz (8.47%) and LG Electronic Inc (5%).
