Description

Description

The Contingent Emergency Response Project (CERP) will enable rapid and predictable access to financing for the Government of Romania to respond to an eligible crisis or emergency, including imminent threats, through the Rapid Response Option. It allows for the swift reallocation of undisbursed and uncommitted funds from Investment Project Financing (IPF) and Program-for-Results (PforR) operations across the World Bank portfolio in Romania toward urgent needs arising from natural disasters (e.g., serious storms, floods, heatwaves, earthquakes, droughts), forced displacement, public health emergencies (e.g., disease outbreaks), including technological and man-made disasters. Upon its activation, disbursements would be made against a positive list that includes goods for emergency response and early recovery, medical equipment and supplies, services such as transport, maintenance and repairs, food procurement, accommodation, translation, road clearance works, and operating costs such as staff, fuel costs and temporary storage solutions, among others. The list is designed to include activities that support immediate response and recovery needs and for this reason it is limited to activities with a low and moderate environmental and social risk. The CERP will be expected to remain active for no longer than 12 months per activation and can be activated more than once. The CERP Manual, approved by the Government of Romania and the World Bank, includes the positive list and guides the implementation of project activities.
