The Rose Quarter Improvement Project aims to widen Interstate 5 and build a major freeway cover to reconnect Portland's historic Albina neighborhood, which was divided by the interstate decades ago. The project has faced significant funding challenges, including the rescinding of a major federal grant, leaving only about a quarter of the needed funds. Early construction work has started, but further progress depends on securing additional funding. The Oregon Transportation Commission voted to keep the project moving forward with a hybrid approach to maintain momentum and prioritize community-focused elements.
