ROSES 2018: Second Astrophysics Data Analysis Program

IMPORTANT NOTE: The release of ROSES-2019 will be later thannormal this year as a result of the partial government shutdown. In order to maintainMay proposal due dates and the standard 90-day period between release and (fullor Step-2) proposal due date, a number of program elements that were to haveearly due dates in ROSES-2019 are being released now as part of ROSES-2018 . This is the first of such amendments. Thisamendment releases the second Astrophysics Data Analysis opportunity inROSES-2018 as D.16 2ADAP. A Noticeof Intent is requested by April 5, 2019 and Proposals are due by May 17, 2019 .  Please note that Notices of Intent can only be submitted via NSPIRES. TheNational Aeronautics and Space Administration (NASA) Science MissionDirectorate (SMD) announces the release of its annual NASA ResearchAnnouncement (NRA), Research Opportunities in Space and Earth Sciences (ROSES)– 2018. ROSES is an omnibus NRA, with many individual program elements, eachwith its own due dates and topics. All together these cover the wide range ofbasic and applied supporting research and technology in space and Earthsciences supported by SMD. Awards will be made as grants, cooperativeagreements, contracts, and inter- or intra-agency transfers, depending on thenature of the work proposed, the proposing organization, and/or programrequirements. The typical period of performance for an award is three years,but some programs may allow up to five years and others specify shorterperiods. Organizations of every type, domestic and foreign, Government andprivate, for profit and not-for-profit, may submit proposals withoutrestriction on teaming arrangements. Note that it is NASA policy that allresearch involving non-U.S. organizations will be conducted on the basis of noexchange of funds. Awards range from under $100K per year for focused, limitedefforts (e.g., data analysis) to more than $1M per year for extensiveactivities (e.g., development of hardware for science experiments and/or flight).The funds available for awards in each program element offered in ROSES-2018range from less than one to several million dollars, which allows for selectionfrom a few to as many as several dozen proposals, depending upon the programobjectives and the submission of proposals of merit. Electronic submission ofproposals is required by the respective due dates for each program element andmust be submitted by an authorized official of the proposing organization.Electronic proposals may be submitted via the NASA proposal data system NSPIRESor via Grants.gov (notices of intent (NOIs) can only be submitted via NSPIRES;Grants.gov does not support NOI submission). Every organization that intends tosubmit a proposal in response to ROSES-2018 must be registered with NSPIRES;organizations that intend to submit proposals via Grants.gov must be registeredwith Grants.gov, in addition to being registered with NSPIRES. Suchregistration must identify the authorized organizational representative(s)(AOR) who will submit the electronic proposal. All Principal Investigators(PIs) and other participants e.g., Co-Investigators (Co-Is) must be registeredin NSPIRES regardless of the submission system. Potential proposers andproposing organizations are urged to access the system(s) well in advance ofthe proposal due date(s) of interest to familiarize themselves with its structureand to enter the requested information.
