Smuggling of any kind of substances, and in particular tobacco goods and alcohol, as well as counterfeit products has increased in recent years, even the number of parcels companies has raised during the last years. Criminal organizations have developed new modus operandi in order to introduce these products within the European Union territories and thus be able to obtain an illicit profit, which is also a loss to the finances of the European Union and its Member States. The Fiscal Service of the Guardia Civil has been assigned with all the powers regarding the fiscal protection of the State, the prosecution of all types of fraud and smuggling crimes, drug trafficking, counterfeit goods and excise fraud for which it needs to be equipped with the necessary material that allows to its deployed Units throughout the country, to effectively carry out the functions entrusted to them. The objective of this project is to reinforce the prevention capacity of the Fiscal Units in the prosecution of the illicit traffic of counterfeit goods and smuggling, not only in the customs installations, but also in the rest of the country, with special incidence in the use of the parcel services for their introduction in the Customs Territory of the Union, taking into account that Spain is not only a destination country for these goods, but is also the departure and on many occasions a transit route. This target is intended to be achieved through the acquisition of two scanner vans, two portable scanners and ten remotely operated underwater vehicles. These equipments will be assigned to the regional Fiscal Units in charge of the financial European and Spanish interests’ enforcement in the main ports all over the country. By the acquisition of these equipments, Guardia Civil will able to increase both the number of inspections and the number of seizures, regardless of the modus operandi and the vehicle that OGG could use.
