RSC-287 highway concession

This project involves the rehabilitation and modernization of a 204km section of RSC-287 highway, located between Tabai and Santa Maria municipalities in the state of Rio Grande do Sul, Brazil. The concessionaire for this initiative is Rota de Santa Maria, 100% owned by the Spanish group Sacyr, which won the concession at auction in December 2020. Sacyr offered a discount of 54% on the toll fees ceiling established by the government for the auction, charging R3.36 per vehicle. Other bidders were CCR, Conasa and Integrasul consortium (formed by Silva & Bertoli and Gregor Participacoes). The concession agreement is for 30 years with the following responsibilities for the concessionaire: operating, exploring, conserving, maintaining, improving and expanding the highway between Tabai and Santa Maria. The total project cost is $470m of which $180m are provided with a loan from the National Bank for Economic and Social Development (BNDES) with the guarantees of the Official Credit Institute (ICO) and Santander.
