This action will support over the next three years the rule of law assessment of the 27 EU Member States as well as the 10 enlargement countries (Bosnia and Herzegovina, Montenegro, Moldova, North Macedonia, Albania, Serbia, Turkiye, Ukraine, Georgia, Kosovo), and the inclusion of these countries in the WJP Rule of Index reports for three years, as well as the WJP data portal. It will also support updating the EUROVOICES data for the 27 EU Member States in year three. WJP will collect, summarize, and analyze information on the status of the rule of law in the countries and time period noted above. This work will comprise the following activities: 1. Conducting one round of the General Population Poll (GPP) data collection from representative samples of the general population—at the regional level in the 27 EU Member States and at the national level in the 10 enlargement countries—according to the WJP methodology. This effort is scheduled for 2027 or 2028. 2. Conducting three rounds of the Qualified Respondents’ Questionnaires (QRQ) expert data collection in all countries (one round per year), according to the WJP methodology. In year three of the project, the expert data collection will be done at the regional level for the 27 Member States as part of the second wave of EUROVOICES. 3. Cleaning, cross-checking, analyzing, and visualizing the data to produce the final aggregate scores, country profiles, and regional findings (i.e., scores for the eight factors and 44 sub-factors) for the WJP Rule of Law Index on an annual basis. In year three, WJP will generate updated subnational data points using the EUROVOICES methodology. After the publication of the updated WJP Rule of Law Index data (each year) and EUROVOICES data (year three), the WJP team will organize meetings and presentations of the Index and EUROVOICES findings in Europe, as well as meetings with European constituencies to discuss the rule of law in the region.
