The project aims to contribute to improving the socio-economic living conditions of the rural population in the province of Houaphan by improving accessibility to trade routes, markets, health stations and schools as well as access to public services. The selection of the rural roads to be financed is based largely on the following factors and potentials (a) promoting economic growth; (b) supporting human development; and (c) improving climate resilience. In addition, the sustainability of the roads and investments in the existing program provinces will be supported by additional training measures, e.g. by establishing additional Village Maintenance Committees (VMC), and targeted climate adaptation measures. The capacities of the project sponsors in the areas of project management, maintenance and climate adaptation will also be strengthened.
