The project aims to contribute to improving the socio-economic living conditions and climate resilience of the rural population in the northern provinces of Houaphan and Phongsaly in Laos by improving year-round accessibility to trade routes, markets, health stations and schools as well as access to public services. The selection of rural roads to be financed is based largely on the following factors and potentials: (a) promoting economic growth and connectivity of rural regions to the country's main transport and economic corridors; (b) supporting human development; and (c) improving climate resilience. In addition, the sustainability of roads and investments in the program provinces will be supported by additional training measures, e.g. by establishing Village Maintenance Committees (VMC), and targeted climate adaptation measures. The capacities of the project sponsors in the areas of project management, maintenance and climate adaptation will also be strengthened.
