Rural Electrification Phase II Project of the Rural Electrification (APL) Program

The objectives of the Second Phase of the Rural Electrification Project for Lao are to: (a) increase access to electricity of rural households in villages of project provinces; and (b) further improve the financial performance of Electricite du Laos (EdL). There are two components to the project, the first component being EdL. The EdL component will comprise the following subcomponents: grid extension, loss reduction, information technology system and financial management, safeguards capacity building, and demand-side management and energy efficiency program. Finally, the second component is the Ministry of Energy and Mines (MEM). The MEM component will comprise the following subcomponents: off-grid investment program, institutional strengthening, alternative rural electrification delivery models, rural electrification master plan and database, and organizational strengthening of MEM.
