Description

The new project is intended to support the legally required registration of private rural properties in a state-run environmental register CAR (Cadastro Ambiental Rural) in the federal states of Pará, Mato Grosso and Rondônia. The project sponsor is the Brazilian Ministry of the Environment MMA. The state bank CAIXA, which has already successfully acted as a financial agent in other FC projects, is to be the recipient of the FC funds. The core problem is the lack of implementation, monitoring and enforcement of the CAR register on over 5 million rural properties in Brazil, with a total area of more than 3 million km2. The direct effects of inadequate land and activity registration in the CAR are above all the difficulties the government has in monitoring land use and compliance with laws and environmental planning, particularly with regard to the protection of forests, biological corridors and water catchment areas. The overarching development policy objective (overall objective) of the new project is the conservation and reforestation of forests and other forms of vegetation in the Amazon and the Cerrado, particularly with regard to reducing deforestation, preserving biodiversity and reducing greenhouse gas emissions. The objective of the FC measure (FC module objective) is to implement the CAR environmental register in selected areas of the Amazon and the transition area to the Cerrado in order to give rural small and large landowners improved access to environmental regulation. The third phase of the project has a project volume of EUR 10 million. The FC project is directly related to the GIZ technical cooperation project.
