The Rural Infrastructure Program, Phase V project is intended to supplement and expand the measures started in Phase IV. This will make a further contribution to economic and social development and to poverty reduction among the rural population in the program region. To achieve this, rural roads in particular are to be rehabilitated and made accessible all year round. Further promotion of economic activity and income generation will be achieved through the additional construction of central markets. The increasing impacts of storms and heavy rainfall in recent years will be taken into account by paying special attention to adaptation to climate change. The new program phase will implement these measures in up to four new provinces. These are the north-western provinces of Banteay Meanchey, Otdar Meanchey as well as Battambang and Preah Vihear. This intended expansion of the measures compared to the previous phases increases the effectiveness and visibility of the German contribution. The project is therefore consistent with the objectives of the development cooperation sector strategy paper on rural development adopted in February 2011, and is also part of Cambodia's national strategy for rural development. To ensure sustainability, the new program provinces are also aiming to implement a modern, computer-based maintenance management system. To this end, the responsible Ministry for Rural Development (MRD) is being actively supported in the modernization and nationwide introduction of a uniform management system.
