Description

The project objective is to decommission and reclaim the active (0.05 ha) and two historic cells (0.25 ha) of the Rural Municipality (RM) of Waverley No. 44 landfill, which are non-compliant with the best management practices for landfill construction. The landfill has only received and will be receiving municipal solid waste. The active cell will remain operational for the next 3-4 years until full. A Phase II Environmental Site Assessment (ESA) and the Corrective Action Plan (CAP) have already been completed; therefore, the scope of the project includes completing and implementing a Decommissioning and Reclamation Plan that is acceptable to the Ministry of Environment’s Landfill Section. Decommissioning and reclamation activities include the design and construction of the final engineered cover, removal of existing infrastructure, concrete, clean wood piles, and reclamation activities to ensure it is in conformance with the surrounding lands and the future intended use. Reclaimed landfill will be owned by RM of Waverley No. 44 with the intended use of native pastureland. Decommissioning and reclamation of the proposed landfill’s active and historic cells will attenuate the generation of leachate which in turn increases capacity to reduce soil pollutants in line with the Environmental Quality Outcomes of the Green Infrastructure Stream of the Investing in Canada Infrastructure Program (ICIP).
