Description
Description | The Second Rural Poverty Reduction Project for the State of Ceara aims to help the state to reduce currently high levels of rural poverty by: a) improving well-being and incomes of the rural poor through better access to basic social and economic infrastructure and services, using proven community-driven development; b) increasing the social capital of rural communities to organize collectively to meet own needs; c) enhancing local governance by greater citizen participation and transparency in decision-making, through creation and strengthening of community associations and Municipal Councils; and d) fostering closer integration of development policies, programs, and projects at the local level, by assisting Municipal Councils to extend their role in seeking funding, priority-setting, and decision-making over resource allocation. The project components include: 1) The community subproject component will finance rural community associations to support priority, small-scale investments identified by community groups. It comprises the State Community Scheme, Municipal Community Schemes, and Pilot Municipal Community Funds. 2) The institutional development component will finance mobilization assistance for participating communities, capacity building for Community Associations and Municipal Councils, and other technical assistance and training. 3) The administration monitoring and evaluation component will support overall project coordination and supervision. |
