Rural Road Development Strategy

The TA will assist the Government in formulating and preparing a rural road development strategy framework that will enable the Government to carry out effectively their mandate for rural road development and management. The strategy framework will promote sustainable rural road development by buttressing the rural road sector, particularly the planning, programming, financing, and maintenance. The outcome of the proposed study will be used to strengthen the Government?s 11th FYP for guiding future activities by addressing the rural road development strategy. The TA will focus on evolving policies, strategies, and the appropriate implementation instruments and mechanisms for: (i) promoting awareness of the importance of rural roads to economic development; (ii) improving the planning, financing, provisioning, and maintenance of rural road infrastructure; and (iii) disseminating "best practice" examples within a country. A pilot exercise will be undertaken in selected provinces?Shandong, Inner Mongolia, and Shaanxi provinces. The findings from three case studies will provide the empirical basis for the issues and options to be identified and elaborated in the present study.
