Description
Description | The development objectives of the Rural Transport Improvement Project are to provide rural communities with improved access to social services, and economic opportunity, and, to enhance the capacity of relevant government institutions to better manage rural transport infrastructure. The improvement of Upazila Roads component will help to improve rural access to markets, and production centers, by improving their quality, and carrying capacity. The civil works under this component will be procured under both international, and national competitive bidding procedures, implemented in three phases. The Union Roads (UR) improvement component will provide rural access, and connectivity, through improved construction quality, with cost-effectiveness being the main criteria. The third component, periodic maintenance and rehabilitation works, will fund overlaying, resealing, and minor rehabilitation works, and, will be assisted by consultants and a strong supervision. The construction of culverts, and bridges on the URs component, will foster local participation in terms of cost-sharing and labor. To maximize the use of landless poor, and disadvantaged women, labor-intensive construction techniques will be adopted. Components five, six, seven, and eight entail improvement and construction of rural markets, and river jetties; implementation of land acquisition, and relocation focused on minimizing social, and environmental impacts; consulting, financial, and auditing services; and, technical assistance, training, capacity building, and equipment supply, respectively. |
