Description | The Russian Toll Collection System PPP was created to collect tolls from all vehicle weighing over 12 tons that utilize the Russian road system. Toll charges are calculated based on vehicle travel distance on federal roads. Main elements of the system are on-board units with GPS/GLONASS, control systems (stationary frames and mobile vehicles), IT-systems, control and monitoring center. The works involve installation of 2 million onboard units, 481 stationary control frame and covering 50,000 km of roads. LLC RT-Invest Transportnye Sistemy is an SPV owned by RT-Invest. RT-Invest was awarded a 13yr BOT Concession in August 2014. LLC RT-Invest Transportnye Sistemy reached Financial Closure March 2015 with a projected cost of 520.2m USD. 52m USD of equity will be provided by RT-Invest (26m USD) and Rotenberg (26m USD). Debt financing will be provided by Gazprombank (468.2m USD). The concession will have a debt/equity ratio of 90/10.
