In June 2014, Consorcio Vial Helios, a partnership of the Colombian companies CSS Constructores, IECSA, Constructora Conconcreto and Carlos Alberto Solarte (each with 25% of the shares), won in a competitive bidding the right to build and operate a new 78.3-km highway connecting the cities of Villeta-El Koran. The bidding criteria was the lowest funding to be provided by the government. Seven groups of companies presented offers, but the names of the other bidders were not disclosed. Consorcio Vial Helios requested a value of US$ 481.4 million, or 60% of the project costs. The investment was estimated at US$ 800.7 million. The 25-year concession contract was signed in January 2010. The sponsors created the company Consorcio Vial Helios SAS to lead the project. Construction works commenced in June 2010 and concluded in the second semester of 2014. The charging of toll rates commenced in November 2014.
