The Public Sector Capacity Building Project (PSCBP) seeks to enhance public sector entities' capacity for more efficient, effective, transparent and accountable performance in their redefined roles and functions and for achievement of their strategic objectives contributing to the implementation of the poverty reduction strategy paper (PRSP). The PSCBP supports the implementation of the Government's broader umbrella program, the Multi Sector Capacity Building Program (MSCBP) which seeks to reduce the acute skill gap resulting from war and genocide by strengthening capacities at the central and local government levels, and in the private sector and Civil Society Organizations (CSOs). Component 1) of the PSCBP will fund the establishment of Human Resource and Institutional Capacity Development Agency (HIDA) and will equip it to coordinate, guide, support, implement, monitor, and evaluate capacity building interventions, as well as to manage program funds and to inform and educate the public about achievements under the MSCBP. Component 2) will employ short, medium, and long-term measures to fill existing gaps in the supply of highly skilled technicians and professionals. Component 3) targets three cross-cutting areas of intervention that enhance functioning of the public sector as a whole: public expenditure management and procurement, public service reform, and strengthening of a national monitoring and evaluation system that monitors progress in achieving Poverty Reduction Strategy Paper (PRSP) indicators. Component 4) supports six participating ministries to: (i) improve their strategic planning process through technical assistance and training, and (ii) implement and monitor resulting workplans through access to capacity building funds under the Agency Performance Fund. Component 5) will help equip the public sector with the policies, skills, ideas, hardware and maintenance systems necessary to use Information & Communication Technology effectively.
