Rwanda - Scaling-Up Energy Access Project (SEAP)

The present support covers the additional financing of the Electricity Access Improvement Project (SEAP) in Rwanda. SAEP is part of the government of Rwanda (GoR)’s program to expand access to electricity and is a standalone project that will be financed through a loan and grant from the ADF. The project will extend the national grid through 464 km of medium voltage (MV) and 710 km of low-voltage (LV) networks to connect new households and priority institutions along the constructed distribution network areas. It will also upgrade and rehabilitate two existing substations in Northern Province, the Gifurwe substation to 10MVA capacity and the Rulindo substation (also to be relocated) to 20MVA capacity. The upgrading and rehabilitation of Gifurwe and Rulindo substations will enhance the reliability and quality of supply of power to distribution networks and support expansion of electricity access. The project will ultimately improve the well-being, living conditions, and diversification of income-generating activities of the population and contribute to promoting sustainable economic growth and reducing poverty in Rwanda. It is expected to be implemented over a period of 24 months.
