Rwanda - Second Structural Adjustment Programme (PASII)

The second structural adjustment programme (SAP II) is intended to assist the Governement of Rwanda to embark on its economic, structural and institutional reforms earmarked in the Framework policy Document 1998-2001 by facilitating the imports of eligible goods and services. The implementation of the mid-term economic programme 1998-2001, will enable the Government to steer through a period of emergency assistance to the implementation of a strategy aimed at laying down the fundaments for sustainable development. The actions envisaged under SAP II aim to establish and implement specific measures in the macroeconomic and sectoral fields. The programme comprises 118 measures divided into 3 components: (i) consolidation of the macroeconomic framework, (ii) structural and sectoral reforms, and (iii) institutional reforms.
