Rwanda - The Support to Policy and Strategy Development Project (SPSD)

The Support for Policy and Strategy Development Project (SPSD) is part of the overall context of the support for Rwanda’s efforts to improve economic performance and competitiveness. It's programmed in the Bank’s Country Strategy Paper (CSP) for Rwanda covering the period 2008-2011. This project is conceived as an autonomous institutional support intervention aimed at strengthening the country's strategic leadership capacity and developing a robust framework for sound policy development. This support should leverage key initiatives deriving from the National Leadership Retreat and Presidential Advisory Council, with a view to catalyzing strategic actions to enhance competitiveness. It should also support capacity building for policy analysis and oversight at the Strategic Policy Unit (SPU) level, the Presidential Office and Institute for Policy Analysis and Research (IPAR), an independent research institution. The project comprises three (03) components, namely: (i) support to strategy and Policy Unit; (ii) support to Institute of Policy Analysis and Research; as well as (iii) project coordination.
