The development objective of the Third Programmatic Human Capital for Inclusive Growth Development Policy Financing (DPF) for Rwanda is to support economic stability and inclusive growth in Rwanda by: (i) promoting long-term fiscal sustainability, (ii) enhancing coverage and equity in access to critical social sector programs, (iii) enabling learning and development of children, and (iv) strengthening decentralized capacity and accountability for accelerated human capital development. The Government of Rwanda (GoR) is committed to this reform program, recognizing it as essential for long-term economic stability and inclusive growth and increased resilience after the Coronavirus disease 2019 (COVID-19) crisis. The reform program reflects the GoR’s commitment to maintaining fiscal and debt sustainability as a critical pillar of its long-term development strategy. The lifecycle approach followed by this DPF series identifies key constraints to human capital development at various stages of life and addresses them through synergistic reforms.
