Description | The proposed Urban Mobility Project (P176885) is to support the Government of Rwanda and the City of Kigali for the implementation of the Transport Sector Strategic Plan as part of Rwanda's National Strategy for Transformation 1 (2017-2024) and Kigali City's Master Plan (2050), to provide safe, affordable, accessible and sustainable transport systems for all by 2030 with efficient and resilient infrastructure.The proposed project is co-financed with European Union (EU) and European Investment Bank (EIB), with a total project amount of US$ 211million (IDA US$ 100m, EIB/EU EURO 100m, GoR US$1m).The proposed project development objective (PDO) is to improve mobility, accessibility, and safety along selected corridors in Kigali. The PDO will be achieved through the following project components and activities: Component 1. Urban Mobility ImprovementSubcomponent 1.1 Development of Nyabugogo Multi-modal Transit Hub and Surrounding AreaBased on a feasibility study and preliminary designs for the development of the larger Nyabugogo area, the project will finance the development of the Nyabugogo multi-modal transit hub and surrounding area, adopting integrated and inclusive approach, informed by universal accessibility standardsSubcomponent 1.2 Enhancement of the Public Transport System and Walking and Cycling Environment along Dedicated Bus LanesThe project will support the following: i. introduction of dedicated bus lanes (DBLs) with improved sidewalks and bike lanes along CBD-Remera (10.2km), CBD-Nyabugogo (3.3km), Kacyiru former terminal to Kimironko bus terminal (7.05 km), Sonatube-Nyanza (3.0km).ii. implementation of second-generation bus contracts that require bus operators to adhere to timetables supported by a distance-based fare collection system. iii. development of traffic management strategy. Subcomponent 1.3 Improvements for Safe Access for NeighborhoodsThis subcomponent will support the implementation of the plan, enhancing the walking and cycling environment within selected neighborhoods that are adjacent to the DBL corridors and Nyabugogo Multi-Modal transit hub. Enhancing the walking and cycling environment will entail investment in sidewalks and cycling paths/cycle lanes with drainage, renewable energy street lighting, road safety improvements, street furniture, and greening areas. As part of the works related to improving safe access, the project support CoK’s initiative to provide an important source of employment opportunities for unskilled, informal and vulnerable workers from the target communities through jobs created from labor-intensive works.Component 2. Promoting eMobilityThe project will finance the development and implementation of a fleet renewal scheme to expand the number of buses operating in Kigali while facilitating the transition to electric buses. This component will entail a) the development of an enabling regulatory and institutional structure for emobility, b) the operationalization of the selected institutional structure with the potential purchase of e-buses, and the development of e-bus depots or charging facilities in the existing bus terminal, including a feasibility study, preliminary design, and detailed design. Component 3. Institutional Strengthening and Capacity BuildingInstitutional strengthening focuses on the development/upgrading of selected systems and structures of key institutions, including MINIFNRA, COK, RURA, RTDA, RNP, and UR. Capacity building efforts will focus on enhancing the knowledge and skills of key officers involved in planning and managing urban mobility in Kigali and Rwanda. Component 4.
