The Rural Access Improvement Program Project aims at improving the livelihood, and reducing the isolation of the rural population in Yemen. The components will: 1) test, and demonstrate new technical standards for rural access roads, selected as pilot projects in different Governorates with high poverty incidences. Supervision, and civil works will feature road width, and slope stabilization; bituminous surfacing; embankment design, and wadi hydrology; measures to prevent terrace destruction, and erosion; and, local participation/consultation in the planning process; 2) test rural accessibility in at least fifty km of village access roads, through planning methods for civil works, and construction supervision, and, consultations with beneficiaries will be conducted. It includes technical designs, and water harvesting techniques, with specific environmental measures; 3) establish participatory processes on rural access planning, and support the technical preparation work for civil works to be executed during the second phase of the project, including design studies, and bidding documents; 4) establish institutional frameworks, and capacity building to support the decentralized management of rural access improvements. Institutional arrangements will lay the foundation for revised technical, and environmental standards, and procedures, and, consolidate the national budget for rural roads, through training, workshops, and studies, as well as technical assistance; 5) finance supplemental operating costs, and equipment, including staff salaries, and vehicles; and, 6) finance the rehabilitation of the Al Ahmar - An Naqbah Road, including repair works, drainage improvements, and protection works.
