The project objectives of the Taiz Municipal Development and Flood Protection Project for the Republic of Yemen are to protect city residents, businesses, and infrastructure from seasonal destructive flash flooding in the City of Taiz; to develop the city's capacity to carry out a major part of their responsibilities under the country's new Local Authorities Law; and to initiate support for Yemen's decentralization program. There are three main project components. The first component contains civil works to construct flood structures, culverts constructed from reinforced cement and lined with paving stones. Flood structures will contain strategically placed boulder and sedimentation traps, as well as drop structures to reduce momentum. Street modifications are included to improve draiange. Funding is provided for deferred maintenance to the existing agricultural dam located downstream of the city and flood structures. It also contains engineering and construction supervision, funds for specialized equipment to clean the flood structures, plus support to undertake cleaning while local revenue sources are developed. The second component contains all the funds needed to carry out the Resettlement Action Program. Included are infrastructure improvements to the site, new housing for the displaced population, cash settlement grants, and funds for a local nongovernmental organization. The third component provides for experts to assist the government in implementing decentralization.
