The development objectives of the Fourth Phase of the Social Fund for Development (SFD IV) Project for Yemen are to: (i) improve access to basic services; (ii) enhance economic opportunities; and (iii) reduce the vulnerability of the poor. There are four components to the project. The first component of the project is Community and Local Development (CLD) Program. The objective of this component is to improve access to basic social services. Under this program, SFD will continue to implement community-based subprojects in various sectors, while building the capacity of local authorities and engaging select districts in implementing development projects. The second component of the project is Small and Micro Enterprises Development (SMED) Program. The objective of this component is to support the overall SMED program of SFD which is: (i) strengthening and building capacity of local microfinance providers; and (ii) actively promoting entry into the market by creating an enabling environment and by encouraging the establishment of new financial service providers managed on a private sector basis by international investors with strong technical partners. The third component of the project is Capacity-Building Program. This component will support the other three programs through a focus on capacity-building of local entities, including local and central government bodies, (non-governmental organizations) NGOs, and communities. The component will also support the strengthening of SFD's own institutional capacity, to include for example monitoring and evaluation, management, and transparency. The fourth component of the project is Labor-Intensive Works (LIW) Program. The objective of this component is to provide a cash-for-work safety net to target households to bridge their consumption gap during shocks and stagnation of agricultural seasons, while increasing the productive assets of communities and households. It will also aim to raise awareness among the targeted communities about the dangers of malnutrition and damages of Qat, and build the capacity and enhance the skills of the targeted communities to cope with future shocks.
