South Asia Energy Management Systems, from California (USA) - and registered in the Netherlands as SAEMS Capital B.V., was developing the 4.5MW Barcaple 2 small hydropower plant, in Nawalapitiya City, Nuwera Eliya District, Central Province. The project used two Pelton Turbines vertical shaft, and was expected to generate 17.0GWh annually. The project company was Didul Ltd. The project fed of the Galadoda Oya River. Output was to be supplied to the national grid (Ceylon Electricity Board). Expected project life was 28 years. Expected tariff was Rs 7.35/kWh. The PPA was signed in March 2008. The EPC contract signed in July 2008. Construction started in July 2008. The project commissioned in August 2012. Total cost was expected to be US$6.52 million. The investment decision was made in February 2007. Financial closure was reported at September 2008. The debt/equity ratio was expected to be 65/35. IRR was 14.05% without CDM and 16.85% with CDM (expected).
