South Asia Energy Management Systems, from California (USA) - and registered in the Netherlands as SAEMS Capital B.V., was developing the 2.5MW Kalupahana Oya small hydropower plant, in Haldamulla City, Badulla District, Uva Province. The project used two Francis Turbines horizontal shaft, and was expected to generate 9.1GWh annually. The project company was Hynford Water Power Ltd. The project fed of the Kalu Pahana Oya River. Output was to be supplied to the national grid (Ceylon Electricity Board). Expected project life was 22 years. Expected tariff was Rs 6.93/kWh. The PPA was signed in June 2008. The EPC contract signed in July 2008. Construction started in July 2008. The project commissioned in October 2011. Total cost was expected to be US$3.8 million. The investment decision was made in October 2006. Financial closure was reported at September 2008 (CDM documentation). The debt/equity ratio was expected to be 65/35. IRR was 13.18 without CDM and 16.11 with CDM (expected).
