Description | Opportunity Quebec’s public residential long-term care centres (CHSLD) are specialized health care institutions providing housing, nursing, rehabilitation, surveillance, and pharmaceuticals for those who are no longer capable of caring for themselves in their own homes. Housing costs for residents of CHSLDs are fixed by the Régie de l’assurance maladie du Québec and are calculated depending on the income of the person being housed. As a result of changing demographics it became necessary for the Québec Ministry of Health and Social Services to create the capacity for an additional 400 long-term care beds. The Montérégie region, which covers 11,000 square-kilometres and has a population of 1.4 million, is expected to have an increase in the number of elderly residents over the next twenty years compared to the rest of the province. Between 1996 and 2007 the median age of the region’s population increased 13 per cent and the population 65 and over increased by 40 per cent. For this reason the government decided to build a new long-term care home in Saint-Lambert. A 2005 study determined that the best way to build the new long-term care home would be through a public-private partnership. Innovations The private partner was required to finance the project up until substantial completion, providing significant incentive to complete the project on-time. Results The CHSLD Saint-Lambert-sur-le-Golf—formerly known as the Champlain Long-Term Care Facility— has a capacity of 200 long-term care beds. The private partner is responsible for the provision of clinical services, including nursing, around the clock support and surveillance, rehabilitation (occupational and physio therapy), clinical nutrition and psychosocial services. Residents have access to a full range of pastoral, entertainment and recreation services. The private partner is also responsible for providing palliative and end of life care consistent with Ministerial regulations. |
